Galveston, TX – Galveston is far from dead despite a recent online publication’s opinion piece. “Galveston is a diverse community supported by thriving economic engines,” stated Mayor Joe Jaworski. On the mend from one of the costliest natural disasters in recent U.S. history, federal assistance will help fuel Galveston’s revival. In Ike’s aftermath the Island stands poised to accept a nearly $2 billion infusion of federal dollars for infrastructure, housing, port, and medical center repairs. “Galveston is alive, thriving, and open for business,” Jaworski affirmed.
Tourism:

▪ Galveston hosts approximately 5 million visitors annually. In addition to sunbathing on the Island’s 32 miles of beach, tourists travel to the Island to attend the city’s 180 annual special events including the largest motor cycle rally of its kind, Mardi Gras, and the LoneStar Triathlon & 70.3 Ironman Competition.

▪ These visitors generate an $800 million economic impact to the Island each year.

▪ Despite the nation’s gloomy economy, Galveston’s local hotel occupancy tax revenues came in 17% above 2009 this past May and 25% above 2009 in June.

▪ Looking ahead to 2011, the City will celebrate the 100 year anniversary of the Hotel Galvez. Built after the 1900 storm in a show of confidence, the resort is the only historic hotel property on the Texas Gulf Coast.

▪ Enhancements at Moody Garden’s Palm Beach and Rainforest Pyramid will also debut in 2011.
Port of Galveston:

▪ The Port of Galveston is a bustling port with grain, cargo, and cruise ship operations.

▪ Galveston is ranked at the 4th busiest cruise port in the U.S. and generates $1.1 billion in direct spending in Texas.

▪ In 2011 two new cruise ships, the Carnival Magic and the Carnival Triumph, will call Galveston home and dock along the Island’s waterfront.
University of Texas Medical Center (UTMB):

▪ UTMB expects to receive about $1 billion from FEMA for repairs and renovation of facilities that were damaged by Hurricane Ike. Contractors are already working to restore campus buildings and officials expect that, by the end of 2010, nearly 1,000 contract workers will be employed helping to rebuild UTMB. Old buildings will be demolished to make room for the university’s future expansion plans, which includes a bigger and better academic medical center.
▪ UTMB is home to the Blocker Burn Unit, world renowned for its innovations in the treatment of burns. The unit is undergoing a $10 million renovation that will double the number of specialized patient beds, enhance UTMB’s burn care and translational research, provide more training for nurses—including nurse retention and recruitment—and improve the comfort of patients’ families who have lengthy stays at the burn unit.
▪ UTMB has four schools, the School of Medicine, the School of Nursing, the School of Health Professions and the Graduate School for Biomedical Sciences and all are enjoying robust enrollment figures. The School of Medicine, for example, just started the new semester for the Class of 2014 and the class size is at capacity, 230.

▪ UTMB also is home to the Galveston National Laboratory, a $174 million facility that was dedicated just weeks after Hurricane Ike hit. The national laboratory did not flood and sustained no damage. And earlier this year, UTMB opened the Specialty Care Center at Victory Lakes, a $61 million investment.
▪ Earlier this year UTMB became the 49th member of the Houston’s Texas Medical Center, formalizing collaborative efforts in research, clinical enterprise and education.

Freddie Mac reports that long-term mortgage rates moved south again this week.

Interest on 30-year fixed loans hit a new low of 4.49 percent, compared to 4.54 percent last week and 5.22 percent a year ago; and the 15-year mortgage landed at 3.95 percent, down from 4 percent last week and 4.63 percent a year ago.

Five-year adjustable-rate mortgages reached a new low of 3.63 percent, down from 3.76 percent last week and 4.73 percent a year ago; while one-year ARMs fell to 3.55 percent from 3.64 percent last week and 4.78 percent a year ago.

Freddie Mac (NYSE:FRE) today released the results of its Primary Mortgage Market Survey (PMMS) in which the 30-year fixed-rate mortgage (FRM) averaged 5.00 percent with an average 0.7 point for the week ending May 6, 2010, down from last week when it averaged 5.06 percent. Last year at this time, the 30-year FRM averaged 4.84 percent.

In this months edition of Texas Realtor Magazine there was an article on, "Nine ways your phone's camera can make life easier." Some of the tips in this article could really come in handy on a day to day basis. Here were my favorite three:

Find your car
Whether you're heading to the mall or the airport, it's easy to forget if you left your car in B-2, E-2, or G-2. Take a photo of the nearest sign or the button in the garage's elevator to help locate your ride.

Scene-of-the-crime photos
If you're involved in a fender-bender, take a few shots of the cars involved-both for damage and license plates-and any relevant road conditions, such as fallen stop signs or huge pothole.

Remember the wine
The next time you discover a delicious wine at a restaurant, take a picture of the bottle. You'll be able to find it again much easier.

Vacation-Home Sales Increased in 2009

Vacation-home sales recovered in 2009 while investment sales fell sharply, according to the National Association of REALTORS®.

NAR’s 2010 "Investment and Vacation Home Buyers Survey," covering existing- and new-home transactions in 2009, shows vacation-home sales rose 7.9 percent to 553,000 last year from 513,000 in 2008, while investment-home sales fell 15.9 percent to 940,000 in 2009 from 1.12 million in 2008. Primary residence sales rose 7.1 percent to 4.04 million in 2009 from 3.77 million in 2008.

NAR Chief Economist Lawrence Yun said, “The typical vacation-home buyer is making a lifestyle choice, with nine out of 10 saying they intend to use the property for vacations or as a family retreat. Investment buyers primarily seek rental income, with six in 10 planning to rent to others, although one in five wants a family member, friend, or relative to use the home.”

Half of vacation homes purchased last year were in the South, 21 percent in the West, 17 percent in the Midwest and 12 percent in the Northeast. Seven out of 10 were detached single-family homes.

The distribution of investment sales was fairly close to the distribution of population: 35 percent in the South, 25 percent in the West, 24 percent in the Midwest and 16 percent in the Northeast. There was a higher share of condos in investment sales: 27 percent of investment homes were condos vs. 21 percent of vacation homes.

Here is a breakdown of statistics from the survey:

Vacation-Home Buyers
· Only one in four vacation-home buyers plan to rent their properties to others.
· 26 percent of vacation-home buyers intend to use the property as a primary residence in the future.
· The vacation-home market share rose a percentage point to 10 percent.
· The median transaction price of a vacation home was $169,000 in 2009, compared with $150,000 in 2008.
· Three out of 10 vacation-home buyers in 2009 paid cash for their properties
· The typical vacation-home buyer in 2009 was 46 years old, had a median household income of $87,500, and purchased a property that was a median distance of 348 miles from their primary residence.

Investment-Home Buyers
· One in five investment buyers plan to use their homes for vacations or as a family retreat.
· 8 percent of investment buyers intend to use the property as a primary residence in the future.
· The market share of homes purchased for investment was 17 percent in 2009, down from 21 percent in 2008.
· The total share of second homes declined from 30 percent of sales in 2008 to 27 percent in 2009.
· The median investment property sold for $105,000 last year, down 2.8 percent from $108,000 in 2008.
· Half of investment buyers paid cash.
· Investment-home buyers last year had a median age of 45, earned $87,200, and bought a home that was relatively close to their primary residence – a median distance of 24 miles.
· Roughly one in four investment buyers purchased more than one property in 2009.

Housing Experts Say Real Estate is Recovering

Some of the nation’s top economists believe the housing market has turned and better days are on the way for the housing industry.

Increases in jobs, credit, and affordable homes will overcome impediments such as rising interest rates, and the expiration of the Federal stimulus program to push the housing market toward recovery, says Dean Maki, chief U.S. economist for Barclays Capital.

“I would bet even odds that we’re at a bottom and that we’re going to see improvement in the coming months,” says Karl Case, co-creator of the S&P/Case-Shiller Home Price Index and a professor of economics at Wellesley College.

“The underlying trend is turning positive,” says Bruce Kasman, chief economist at JPMorgan Chase & Co.

How much is your real estate—your house, condominium unit, cottage, income property—worth in this market?

If a number immediately popped into your head when you read this question, I have a few more questions for you:

•How did you arrive at that value—detailed research, neighbourhood gossip, property tax market assessment or a comparative market evaluation from your local real estate professional?

•Why do you think real estate value for a specific property can be represented by one number and not a range of values based on the variety of value factors and prospective buyers for your property?

•How important is it for you to know the value of what is probably your principal asset and, therefore, to understand your full real estate purchasing power in this market?

•What are the consequences of being wrong about the value you're so sure of?

If you have no idea of your property's value or little confidence in what you know, why have you not taken advantage of free opportunities to determine the current market value of your real estate?

Real estate brokers and salespersons routinely offer their services free of charge to property owners. Received a "free market evaluation" certificate by mail or email lately?

Although there is no set definition of what a market evaluation should include, there are basic ingredients that can be useful in evaluating your position and the services offered by local real estate professionals:

•Solds: A property is worth exactly what a buyer is ready to pay for it. Analysing actual solds for your location and for properties similar to yours in surrounding neighbourhoods will provide solid ground for establishing value.

•Expireds: These are listings which terminated at the end of the usual thirty- to ninety-day period without a sale. Expireds are typically considered to be over-priced for the market, based on the condition of the property and current buyer patterns. These listings can also represent insight into marketing strategies to avoid or to adopt in your area.

•Currents: If your property were listed, how would it compare with the other houses or condominiums that buyers shopping that location or that price range would be shown? It's buyers' needs, wants and what's "in," not sellers' costs, that determine value.

•Value Boosters: Repairs, modernizations and improvements to your property can boost value. The real estate professional will offer some simple, cosmetic suggestions and others which may involve investment with a predictable return. Listening to these suggestions is the beginning of learning to separate pride of ownership from investment realities. What you love is not necessarily what buyers will pay top dollar for in your location. For instance, a swimming pool can devalue a property in some neighbourhoods. In others, this amenity is highly prized. Inground versus above-ground can also make a value difference.

•Value Range: Using solds, expireds and currents, you'll be led through the process of determining a range of value for your property. The real estate professional will explain why market value is a range rather than an absolute value. The relationship between that value and property-tax market value will also be discussed since local variations are significant. The value range will be evident to you after this buyer's-eye-view evaluation.

•Selling Costs: It's not the list price, or even market value, but what you would net, or keep in your pocket, that is really important. Typical costs will help you fully appreciate what value in an offer will mean to you.

•What Ifs: Example listings for moves "up" or for "downsizing" will complete your real estate value picture. Sometimes sellers gain the greatest value in closing the price gap between their neighbourhood and those considered "better." Not all locations fare equally in a market. Values in your area may be boosted by buying activity while other locations, even the most preferred, may not be significantly affected or may even face a downturn. Rural property does not always increase in value as quickly as urban. If you want to move out of the city, check to see if you'll be favoured by a value gradient which allows you to buy more house for less money in your dream country setting.

As part of the evaluation, real estate professionals usually outline their services. Don't discount this as a sales pitch. It may be, but it is also an important opportunity for you to learn what you'd get for your money—the commission. If you've been out of the market for a while, this is a valuable education. Technology provides sellers and buyers with more access to listing information than ever before. Brokerage services and standards have also changed. Bring yourself up to date.

The opportunity: Contact a salesperson offering a free evaluation to find out what is involved (i.e., is it verbal or written?), and what each party should expect from the meeting. You want to know up front if there are any strings attached to the free evaluation offer. Make your wishes and concerns clear. The real estate industry has moved away from hard-sell, relentless high-pressure tactics, so if you feel you're being pushed into signing anything or committing to anything, end the meeting.

Real estate professionals welcome opportunities to "talk real estate" and to share their expertise or they would not offer the free evaluation service. Get a head start on the spring market by learning what your real estate represents in purchasing power.

Mortgage Rates Still Near Record Lows: Long-term mortgage rates remain near record lows, despite rising slightly this week. Freddie Mac reported that average interest on a 30-year fixed loan was 5.14 percent, up from 5.12 percent a week ago.

Rates for 15-year home loans, meanwhile, rose to 4.58 percent from 4.56 percent last week.

Bills to extend the maximum $8,000 tax credit for first-time home buyers, which expires Nov. 30, are pending in both the U.S. House and the Senate.Sen. Christopher J. Dodd, a Connecticut Democrat and chairman of the Senate Banking, Housing, and Urban Affairs Committee, is co-sponsor of a bill with Georgia Republican Sen. Johnny Isakson that would raise the credit amount to a maximum of $15,000.Senate Majority Leader Harry M. Reid of Nevada favors an extension of the current credit. He was quoted by the Las Vegas Sun saying, "It's something we can get done."Odds are that the credit will be extended and broadened to cover all buyers next year, but the chances of the amount increasing aren’t as good, observers say.

Yesterday morning I woke up early went to Houston for Prudential Seminars to learn about being up to date with technology in Real Estate. Very informative useful information.

On the way home I got a text from Ryan saying he had been looking for our dogs for 1 hour and still had not found them. That was very odd to me because my Chocolate Lab, Charlie, never leaves your side.

Ryan had been outside with them most of the morning while he was working on the house. They had been back and forth between the front yard and back yard. Within 3 minutes of not looking the dogs had disappeared. I got home around 2:00pm from Houston and our journey began.

We searched everywhere; by car, by foot, and by boat. Our house is waterfront and the dogs love to swim in the canal so ANYWHERE in Galveston or Tiki Island was a possibility. All of our family was searching. Before Ryan and I knew it it was 12:30am and we were posting flyer's all around town.

In the midst of all this we are both still trying to manage our business and follow up with clients in a timely manner. Thank goodness for email on cell phones.

This morning we posted more flyer's and went to all the vets. At 1:00pm we took a break. We were sitting at home and got a call from his dad. His dad's co-worker had just read the Reel Fishing Report in the Galveston Daily News and it said this: Wednesday, about 12:30 p.m., I was returning from my morning fishing trip, and while traversing the Offatts Bayou Channel between Teichman Point and the Intracoastal Waterway, I noticed splashing in the water. At first I thought it was from an injured pelican.As I got closer, there were two Labrador retrievers, one chocolate and the other a light color, probably a yellow lab. The dogs were exhausted and quickly headed for my boat when I stopped. I retrieved them and have the dogs in my backyard.Anyone who might know where they belong, call the number below and leave a message.I suspect the dogs came from either the Teichman Point area or from one of the houses in the crash basin. Neither has a collar.

I broke out in tears, not that I hadn't been crying for the past 24 hours but these were tears of joy. We called the number and while we waited for Joe to call us back we went to Wal-Mart to make dog tags. Charlie has a chip in him, but it is useless if nobody takes him to a shelter or vet to get him scanned. Neither dog has a name tag, so we solved that problem quickly. We finally got a call back from Joe and rescued our dogs who were at much delight to see us. On the ride home Charlie wouldn't sit in the back seat he would only sit in my lap.

A day off shore fishing...

Today I took a day off and went off shore fishing. On the way out it was a little rough at sea. We caught Black Tip Shark, Ling, Grouper and a lot of Red Snapper (we only kept 3 though). It was a good trip!

I'm ready to get back to a full work day tomorrow with meetings and showing property.

WASHINGTON - Speaking to the National Association of Home Builders Spring Board of Directors Meeting, U.S. Housing and Urban Development Secretary Shaun Donovan today announced that the Federal Housing Administration (FHA) will allow homebuyers to apply the Obama Administration's new $8,000 first-time homebuyer tax credit toward the purchase costs of a FHA-insured home. Donovan said that today's action will help stabilize the nation's housing market by stimulating home sales across the country.

The American Recovery and Reinvestment Act of 2009 offers homebuyers a tax credit of up to $8,000 for purchasing their first home. Families can only access this credit after filing their tax returns with the IRS. Today's announcement details FHA's rules allowing state Housing Finance Agencies and certain non-profits to "monetize" up to the full amount of the tax credit (depending on the amount of the mortgage) so that borrowers can immediately apply the funds toward their down payments. Home buyers using FHA-approved lenders can apply the tax credit to their down payment in excess of 3.5 percent of appraised value or their closing costs, which can help achieve a lower interest rate. "We believe this is a real win for everyone," said Donovan. "Today, the Obama Administration is taking another important step toward accelerating the recovery of the nation's housing market. Families will now be able to apply their anticipated tax credit toward their home purchase right away. At the same time we are putting safeguards in place to ensure that consumers will be protected from unscrupulous lenders. What we're doing today will not only help these families to purchase their first home but will present an enormous benefit for communities struggling to deal with an oversupply of housing."

Currently, borrowers applying for an FHA-insured mortgage are required to make a minimum 3.5 percent downpayment on the purchase of their home. Current law does not permit approved lenders to monetize the tax credit to meet the required 3.5 percent minimum down payment, but, under the terms of today's announcement, lenders can now monetize the tax credit for use as additional down payment, or for other closing costs, which can help achieve a lower interest rate. Buyers financing through state Housing Finance Agencies and certain non-profits will be able to use the tax credit for their downpayments via secondary financing provided by the HFA or non-profit. In addition to the borrower's own cash investment, FHA allows parents, employers and other governmental entities to contribute towards the downpayment. Today's action permits the first-time homebuyer's anticipated tax credit under the Recovery Act to be applied toward the family's home purchase right away. Unlike seller-funded down-payment assistance, which was a vehicle for abuse, this program will allow homebuyers to shop for the best home price and services using their anticipated tax credit.

According to estimates by the National Association of Home Builders, the Administration's homebuyer tax credit will stimulate 160,000 home sales across the nation - 101,000 of which will be first-time buyers who will receive the credit. Another 59,000 existing homeowners will be able to buy another home because a first-time buyer purchased their home. Given FHA's current market share, it's estimated that thousands of families will be able to purchase a home by allowing the anticipated tax credit to be applied toward their purchase together with an FHA-insured mortgage.

Homebuyers should beware of mortgage scams and carefully compare benefits and costs when seeking out tax credit monetization services. Programs will vary from organization to organization and borrowers should consider whether the services make sense for them, as well as what company offers the most suitable and affordable option.

For every FHA borrower who is assisted through the tax credit program, FHA will collect the name and employer identification number of the organization providing the service as well as associated fees and charges. FHA will use this information to track the business closely and will refer any questionable practices to the appropriate regulatory agencies, as necessary.

How's the Market???

Anywhere I go people always ask, "how's the market?". Most Realtors would respond with, "great". Well I am not most Realtors, I normally respond with a long spill about what is selling, what's not selling, and why I think things are the way they are.

I have always been known as a talker, I talk a lot and sometimes tell too much of the truth. That being the case you wouldn't have imagined me as a salesperson. In fact, I don't see myself as a salesperson. I see my self as a true "agent", someone guiding and helping a client in the right direction to purchase or sell their home. So me being the talker I am, I want to "truly" tell you how the market is. I will be posting, How's the Market post every now and then unless you ask for it sooner.

To say the least, the national media doesn't help my business. The economy this, the economy that; well to be quite honest Texas as a whole has not seen the economic downturn the rest of the country saw/ is seeing. Texas staying strong has really helped Galveston Real Estate revive again.

As you can imagine hurricanes do not have a positive impact on the real estate market. As Galveston has been rebuilding we have seen an influx of tourist on the Island. I can safely say business has really been picking up the past month or so. Thanks to the stable Texas economy people are still able to travel to their nearby Paradise, Galveston Island, TX. Once tourist arrive they see what a beautiful Island we still are. Our beautiful new beaches, Galveston still has it's history, we still have our great food & entertainment. Our tourist come from all over, but the tourist who realize they only have to drive 5 hours or less to be in Paradise realize this is the place to BUY.

It is still a buyers market. Now is the time to buy and invest. Prices are still low. We have seen a lot of buyers on beachside and in the middle to low priced range canal homes. Condo prices are low right now. In a few complexes developers still own a lot of the units, they are ready to NEGOTIATE and sell. Interest rates are still low, not as low as they once were, but they are still low. Buyers now is your time!!!!

FHA Key to Housing Rebound, Say Realtors®
WASHINGTON, April 02, 2009

The Federal Housing Administration is a primary source of mortgage financing for millions of America’s families and plays a key role in helping bring stability to the housing market. This is the message that the National Association of Realtors® delivered to the Senate Appropriations Subcommittee today.

“Without FHA financing, families would be unable to purchase homes and communities would suffer from continued foreclosures and blight,” said Lennox Scott, a member of NAR’s Real Estate Advisory Board and CEO of John L. Scott Real Estate in Bellevue, Washington. In his testimony, Scott shared NAR’s belief in the importance of FHA and concern for the safety and soundness of its programs due to its dramatic growth over a short period of time.

“We believe that FHA has done a good job stepping up to today’s market challenges. However, along with the dramatic growth in market share comes greater responsibility and the need for increased infrastructure and staff,” Scott said. Over the past 18 months, FHA has handled an increase in volume four times greater than 2007 levels, increasing its market share to over 30 percent.

NAR suggests a number of FHA improvements that will help maintain safe and affordable FHA loan products. These improvements include investment in staff and technology improvements; increased oversight and risk management; technical correction to help implement FHA programs; and monetizing the $8,000 first-time home buyer tax credit to allow buyers to apply it toward downpayment requirements.

“The U.S. Department of Housing and Urban Development has made a number of important and valuable changes to FHA over the years that has enabled it to stand up to the challenges of today’s mortgage market,” Scott said. “FHA is now a principal source of financing for millions of America’s families, and without it, the economic crisis would be significantly prolonged. This is why it is so important to invest in FHA improvements and advancements.”
NAR pledged to continue to work for FHA reforms that will ensure the continued success, availability and safety of FHA mortgage insurance programs.
